I am currently on felony probation if I catch new charges and go do the time for them and also flatten the probation time I am on in jail. Will I still have to pay restitution and court cost and fines. Or does flattening a sentence in the state of Tennessee clear away all of that debt?

Jill,

This appears to be Tennessee specific which I am not familiar with at all.  I would be very surprised if courts waived any restitution or fines if you picked up a new charge. In Michigan committing a crime while on probation would make all punishments consecutive, meaning once you finished your time on crime A you start on crime B.
