Neighbor Vandalizing My Propert

I have a neighbor who is possibly one of the best liars who can manipulate the system and turn things around on the innocent people making them look at fault. I had a neighbor who moved in next door that I started associating with just to be neighborly. I always thought he acted funny but figured it's best to associate in a decent manner. One day he was arrested for possession of marijuana and came out and told me this. Now I don't drink or do anything of the sort, but figured it was his business what he does with his life. This guy owned his own fly by night heating business and was contracted through the schools.

Out of the blue he comes up to me basically accusing me of reporting him to the school district. He never said me directly but I could tell by his actions.

He then tells me I think I know who did it, but when I asked who' he said it don't matter I'll get even. I kind of laughed and asked what do you mean and he replied" Go in there yard , poison there animals, mess with there cars, house whatever.

About 2 weeks later I seen him throwing nails in my driveway . Now a week prior my wife and I both had nails in our tires and it was pretty obvious.

I confronted him and he kept saying I was nuts trying to make me look bad. From then on it was broken beer bottles, rocks and grill ash's in my pool,scratch's all over my new truck, wires cut from underneath my truck. This guy would come in my yard and move things around to let me know he was there. Before all this happened he showed me and my son an air soft gun he bought that shoots 350' per sec. While showing us we noticed he had 3 video cameras on our house(a bit odd).

My dog loved everyone and was just a puppy. Out of the blue it was instant fear. My dog was scared to death of this guy. We noticed he had been shot in the side by a gun of some sort that went through the skin.

I filed a report and the police department said I didn't have any proof and it was my word against his.

From there my wife and I agreed to sell our house. Well he found us and has started the same crap over again. Nails in the driveway, beer bottles, messing with my mailbox, bags of trash taken. He even has a tree in his yard that has these big hard balls on it. These were found in my mailbox.

I have also noticed sand inside the compartment where you fill your vehicle. I'm not sure what to do anymore

Mark,    I am not sure why the police, at your first residence, would tell you its your word against his.  That is a cop out and just a way to get of doing police work.  Any officer with an ounce of initiative would have gone next door, asked to talk to the man, questioned him, offered him a polygraph if he denied the allegations, possibly to set up a video camera to record his crimes, and alerted the rest of the officers who work your beat.  But obviously this didn't happen.   You didn't mentioned the police in your new town or neighborhood are aware of these crimes.  I would ask to make an appointment with a ranking officer and show him the documentation of what has happened.  If you don't have documentation I would sit down tonight and start making notes on everything that has happened so far and when it happened.  If you are in the same county as before then all of the other crimes could be prosecuted by the police who work your new neighborhood although they might try to talk their way out of it since neighbor disputes are the worst kind of case that a police officer can possibly get involved in.     In the meantime have you considered buying your own video camera and try to catch this guy in the act?  They are relatively cheap and can be concealed anywhere.     But most definitely try to set up a meeting with a ranking officer.  You don't do this by calling 911.  You go to the station, talk to the desk clerk, ask to see a ranking officer and if one is not available ask when one will be available and then have a sit-down face to face meeting with him/her.  You need to take command here and not settle for this "his word against your word stuff"     Hopefully you have saved some of this evidence that was used to destroy your property.
