Only making 7.50 an hour. I recently was having lots of hours until I had to put in a request off for Two months in advanced for a family matter. After this happend she cut my hours down to less then 15. This last week it was only 12.5 hours this upcoming week its only 9 hours...now my question is (I am listed as part time)

Can she do this without breaking an form of laws ect?

Also

The company policy is "cell phones must be on silent and out of sight" but suddenly she's DEMANDING all employees keep their cell phones on the front counter an turned off...because she thinks there's a thief in the company...she also stated that if the phones were stolen while being up front the company isnt required to replace them or pay for them

Again is this allowed?

Employers may legally reduce any employee's hours as it suits them, for any reason at all. They also have the authority to adjust their company policies as they see fit. It's all legal.
------------------
Her authority is given to her by her boss, whoever that may be. She doesn't have to be the owner to change local policies.

She may legally fire everyone if she can't determine the identity of the thief.
