Libelous News and not Libelous News Stories, HELP?

I just can't figure it out.. could you please elaborate and explain it to me the difference of these two news stories... I didn't get it on how did the first one became libelous and the other - not libelous.
It would be better if you could give me a word or words written on the first paragraph that makes it a libelous news... (and can you please explain it to me in a very understanding way..)

“Dr.” W. Edward Shelton, 1943 Saxon St., was arrested for murder today following the disclosure that he has performed numerous illegal operations, one of the resulting in the death of young woman

Not Libelous:

Dr. W. Edward Shelton, 1943 Saxon St., was placed under arrest today by order of County Attorney Howard Ford on warrant charging him with the slaying of Miss Stella Lee last February.
Miss Lee Died in Dr. Shelton’s apartment hospital. According to charges filled by county attorney, she had undergone an illegal operation. Several other cases of Dr. Shelton’s are under investigation, Ford said.
A woman who identified herself as Mrs. Neil Hawkins, a nurse, also was taken into custody. She was questioned by the county attorney in connection with the operations.
