"Legal Accountability" means there is some theory or claim under the law to find culpability such as a crime or a theory to receive money by way of a civil case.  Sometimes, people act in a way which may be immoral or unethical but it is not violative of a law.  An example is someone who takes advantage of a friend and gets money but there is no legal binding contract so there is no legal theory for repayment.
