Yes you are breaking the law by viewing, downloading or linking to lolicon if they are under 16 years old!

A drawing of a female has no age regardless of implications of being somewhat youthful. A lolicon is a promiscuous little girl and would be drawn to look 13 and under. I would think that this specifically is the only thing banned.
