Is it a violation of Virginia child labor laws for a 12 year old to work for a few days?

Would it be legal for a 12 year old to go to the office of a non-profit organization and address envelopes for a couple hours a day for a few days and be paid? Does this violate child labor laws in Virginia? Please cite your sources! Thanks!

Generally, children under 14 are not issued work permits in Virginia.

It cant hurt the kid. Sounds like a good experience. I did that for our middle school.
